Restrictions on TOURISM
Effective from 12:00 pm 01st of June 2020.
Tourism experiences can operate for up to 20 people. This includes:
- tour operators
- attractions such as dive boats and fishing charters
- boat operators who take passengers as individuals or in tour groups (e.g. Cairns to Green Island or Fitzroy Island, and Yeppoon to Great Keppel Island).
You must collect and keep records of all people who attend your premises or tour to help with contact tracing.
You must make every effort to adhere to public health measures, including:
- ensuring staff stay home if they are sick or have flu-like symptoms, no matter how mild, and get tested for COVID-19
- encouraging customers to rebook if they are sick or have flu-like symptoms, no matter how mild, and encourage them to get tested for COVID-19
- maintaining 1.5 metres distance from other people wherever possible
- 1 person per 4 square metres
- good hand hygiene by washing your hands regularly with soap and water, and use alcohol-based hand sanitiser.

Restrictions on hospitality
Effective from 12:00 pm 01st of June 2020.
Restaurants, cafes, pubs, bars, registered and licensed clubs, RSL clubs and hotels can open for dine-in service or seated drinks with:
- a maximum of 20 customers on your entire premises with a COVID Safe checklist; or
- a maximum of 20 customers per designated area with an approved industry COVID Safe plan from 5 June 2020.
Your business must complete the restaurant and cafe COVID Safe checklist (PDF, 273KB) before you reopen to ensure you can do so safely.
If you are operating under a COVID Safe checklist only, the 20 person limit applies across your entire premises, even if you have separate outdoor and indoor areas, or multiple dining areas. You can only have a maximum of 20 customers on your premises at one time.
You may choose to have multiple seatings during your trading hours, as long as you only have a maximum of 20 customers at one time.
If you are operating under an industry COVID Safe plan (from 5 June 2020), you must divide your venue into designated areas that will have no more than 20 customers within in them. You must also ensure customers:
- are kept separated from other designated areas by a minimum of 1.5 metres at all times
- remain seated when in the designated area
- are provided table service by dedicated staff for that designated area
- stay only in 1 designated area for the duration of their visit to your venue.
Restrictions on BEAUTY THERAPY
Effective from 12:00 pm 01st of June 2020.
Beauty therapy businesses can operate to provide personal appearance, beauty therapy and nail services for up to 20 customers at once.
You must adhere to physical distancing requirements, including the 1 person per 4 square metre rule. Customer limits do not include staff.
Allowed beauty therapy services include:
- facials, exfoliations and wraps
nail services (including manicures, pedicures and nail painting) - lash services (including lash extensions)
- makeup services
- hair removal (including waxing, laser, tweezer and threading)
- cosmetic injections (only if provided by a health practitioner registered under the Health Practitioner Regulation National Law Act 2009)
- therapeutic massage (only for the management or prevention of a disease, injury or condition and provided by a qualified massage therapist)
- tanning services
- day spas and wellness centres (excluding water-based spa services such as saunas and bathhouses
- personal appearance services where skin penetration is used (e.g. tattooing, body piercing, skin implants, hair implants, microneedling).
Your business must complete the beauty therapists, nail salons, tanning, tattoo parlours and spas COVID Safe checklist (PDF, 233KB) to ensure you can reopen safely.
Beauty services that are not allowed under the eased restrictions include:
- saunas
- bathhouses
- other water-based spa services, such as non-therapeutic hydrotherapy tubs, whirlpool tubs, steam rooms, steam cabinets and Vichy shower
- non-therapeutic massage (e.g. for relaxation purposes rather than for the management or prevention of a disease, injury or condition and provided by a qualified massage therapist)
- any other services listed in the relevant Queensland Health directives as not being permitted.
Restrictions on Accommodation providers
Effective from 12:00 pm 01st of June 2020.
Accommodation providers can operate in stage 2 for:
- essential reasons (e.g. someone travelling for work)
- recreational purposes (e.g. holidays).
This includes:
- campgrounds
- caravan and camping parks
- hostels, bed and breakfasts, backpackers and boarding houses
- short-term rental and short-term accommodation (e.g. serviced apartments including holiday rentals, holiday accommodation or hosting accommodation provided through online booking platforms).
There is no limit on the number of customers for accommodation providers.
School groups are not allowed at campgrounds or caravan and camping parks.
Health management plans:
You may need a health management plan to reopen your accommodation business. This may include:
- backpacker hostels
- bed and breakfasts
- online hosting platform listings with shared facilities (e.g. if you rent out part of your home and your guests share your kitchen and/or bathroom)
- campgrounds with shared facilities (e.g. bathrooms or kitchens).
Fully self-contained apartments or houses will not require a health management plan.
A health management plan demonstrates compliance with COVID-19 public health directions and describes the measures you can implement to minimise risks of transmission of COVID-19 amongst residents, workers and people staying at the accommodation facility, and the community. Restrictions on Theme parks, zoos and wildlife centres
Effective from 12:00 pm 01st of June 2020.
You can operate for a maximum of 20 people attending at any one time, with social distancing. You must have a plan in place to manage entries and exits to reduce crowding.
Businesses operating under an approved site-specific COVID Safe plan may have more than 20 people attending at once.
Restrictions on WEDDING & FUNERAL OPERATIONS
Effective from 12:00 pm 01st of June 2020.
Weddings can have up to 20 guests, not including the couple and celebrant, with social distancing and hygiene requirements in place. You must collect and keep records of all people who attend your premises to help with contact tracing. If you hire a camera operator to live stream the service, they will be included in the 20 person limit.
Funerals (not wakes or similar gatherings) can occur with a maximum of 50 attendees indoors or outdoors. with no more than 1 person per 4 square metres, except if an exemption is granted by the Chief Health Officer. You must keep a record of all attendees and their contact details to help with contact tracing. A maximum of 3 people can conduct the funeral service in addition to the attendees.
